This article discusses Michael Ondaatje’s novel Anil’s Ghost as a form of witness writing, which does not become a redemptive spectacle of, or a cure-all solution to, the civil war context of the text. Resisting transparent representation and absolute cognitive mechanisms, Ondaatje’s work bears witness to the irreducibility and opacity of difference through its emphasis on the corporeal and the tangible. Intimate and affectionate, witnessing emerges in the novel as a gesture of micropolitical empowerment whereby unwitnessed stories and unacknowledged witnesses are recognized and validated. Engendering anxiety rather than relief, however, the intimate and disturbing scope of Anil’s Ghost does not redeem history through art; instead, by unsettling the fundamentals of optical transparency and absolute knowledge, this act of witness writing exposes historical whitewashings and excisions, and offers affectionate caress in the irreparable sutures of macropolitical pressures.

Studies of nuclear proliferation share five serious problems. First, nuclear programs' initiation and completion dates are ambiguous and difficult to code, but findings are rarely subjected to sufficient robustness tests using alternative codings. Second, independent variables overlook important factors such as prestige and bureaucratic power and often use poor proxies for concepts such as the nonproliferation regime. Third, methodologies and data sets should be tightly coupled to empirical questions but are instead often chosen for convenience. Fourth, some findings provide insights already known or believed to be true. Fifth, findings can ignore or gloss over data crucial for policy making and wider debates. This article reviews new quantitative research on nuclear proliferation, noting improved analysis and lingering problems. It highlights the 1999 Kargil war to explore dangers of relying on stock data sets and the need for research on statistical outliers. It concludes with a future research agenda aimed at correcting problems and a cautionary note regarding hasty application of quantitative results to policy making.

We introduce the contributions to this special issue on "Disaggregating Civil War." We review the problems arising from excessive aggregation in studies of civil war, and outline how disaggregation promises to provide better insights into the causes and dynamics of civil wars, using the articles in this special issue as examples. We comment on the issue of the appropriate level of disaggregation, lessons learned from these articles, and issues for further research. © 2009 The Author(s)

Theories of conflict emphasize dyadic interaction, yet existing empirical studies of civil war focus largely on state attributes and pay little attention to nonstate antagonists. We recast civil war in a dyadic perspective, and consider how nonstate actor attributes and their relationship to the state influence conflict dynamics. We argue that strong rebels, who pose a military challenge to the government, are likely to lead to short wars and concessions. Conflicts where rebels seem weak can become prolonged if rebels can operate in the periphery so as to defy a government victory yet are not strong enough to extract concessions. Conflicts should be shorter when potential insurgents can rely on alternative political means to violence. We examine these hypotheses in a dyadic analysis of civil war duration and outcomes, using new data on nonstate actors and conflict attributes, finding support for many of our conjectures. © 2009 The Author(s)

This article examines the link between subnational poverty and the location of civil war events. Drawing on the ACLED dataset, which breaks internal conflicts down to individual events at the local level, we take a disaggregated approach to the study of conflict. Local-level socioeconomic data are taken from the Liberian Demographic and Health Survey. With geographical cells of approximately 76 km 2 as units of analysis, we test how absolute and relative welfare affect the presence and number of conflict events during the 1989-2002 Liberian civil war. We control for neighboring conflict events, distance to Monrovia and national borders, population density, diamond deposits, and ethnic affiliations. War events were more frequent in the richer locations. This may provide better support for “opportunity” explanations than for “relative deprivation” theories of conflict, but we argue that the relative weakness of the Liberian government makes it difficult to distinguish between the two.

The authors analyze a unique data source to study the determinants of violence against civilians in a civil war context. During the Vietnam War, the United States Department of Defense pioneered the use of quantitative analysis for operational purposes. The centerpiece of that effort was the Hamlet Evaluation System (HES), a monthly and quarterly rating of `the status of pacification at the hamlet and village level throughout the Republic of Vietnam'. Consistent with existing theoretical claims, the authors find that homicidal violence against civilians was a function of the level of territorial control exercised by the rival sides: Vietnamese insurgents relied on selective violence primarily where they enjoyed predominant, but not full, control; South Vietnamese government and US forces exercised indiscriminate violence primarily in the most rebel-dominated areas. Violence was less common in the most contested areas. The absence of spatial overlap between insurgent selective and incumbent indiscriminate violence, as well as the relative absence of violence from contested areas, demonstrates both the fundamental divergence between irregular and conventional war and the need for cautious use of violent events as indicators of conflict.

The purpose of this paper is to identify the determinants of displacement behavior based on various push and pull factors at the village level. The study concentrates on changes in village population during three years of civil conflict (1999-2002) in Aceh, Indonesia. The empirical analysis is based on a unique data-set from two census rounds of the Indonesian Village Potential Census (PODES). It uses data on around 5200 Acehnese villages and relates village level population change to conflict variables and traditional socio-economic determinants of migration. By applying quantile regressions, the push (outflow) factors and the pull (inflow) determinants of migration can also be distinguished. The study finds that the negative impact of conflict incidence on village population stock is mainly driven by reductions in inflow for slightly affected (inflow) villages, and by an outflow push for severely affected (outflow) villages. After controlling for conflict variables, socio- economic factors remain significant and robust determinants for explaining internal displacements. Villages that are more dependent on agricultural production experience larger population outflows, and smaller population inflows, which reflects a clear rural-urban migration pattern. The presence of small-scale manufacturing industries helps to retain village population. These results emphasize that forced migration cannot be considered as only a result of a unidimensional fear of violence.

The newly established International Criminal Court (ICC) promises justice to the victims of genocide, war crimes and crimes against humanity. Past offenders can be punished, while future potential offenders may be deterred by the prospect of punishment. Yet, justice is no substitute for intervention for the benefit of people at acute risk of being victimized. The Court may create a new moral hazard problem if the promise of ex post justice makes it easier for states to shy away from incurring the costs of intervention. This article indirectly tests for the relevance of this potential problem by estimating the determinants of ratification delay to the Rome Statute of the ICC. I find that countries, which in the past have been more willing to intervene in foreign civil wars and more willing to contribute troops to multinational peacekeeping missions are more likely to have ratified the Statute (early on). This suggests that the Court is a complement to, not a substitute for intervention

The ‘resource curse’ hypothesis claims that abundance in natural resources, particularly oil, encourages especially civil war. Natural resources provide both motive and opportunity for conflict and create indirect institutional and economic causes of instability. Contrarily, the theory of the rentier state - largely neglected in the study of peace and war in this respect - suggests that regimes use revenue from abundant resources to buy off peace through patronage, large-scale distributive policies and effective repression. Consequently, such rentier states would tend to be more stable politically and less prone to conflict. These two theories thus imply ambivalent effects of resource abundance on conflict proneness. This article presents part of a solution to this apparent puzzle for the case of oil-producing countries. The key argument is that both resource wealth per capita and resource dependence need to be taken into account, since only the availability of very high per capita revenues from oil allows governments to achieve internal stability. The empirical analysis supports this hypothesis. The findings of multivariate cross-country regressions indicate a U-shaped relationship between oil dependence and civil war onset, while high resource wealth per capita tends to be associated with less violence. The results of a macro-qualitative comparison for a reduced sample of highly dependent oil exporters are even more clearcut. Using the same reduced sample, we find that oil-wealthy countries apparently manage to maintain political stability by a combination of large-scale distribution, high spending on the security apparatus and protection by outsiders. Compared to oil-poor countries and in contradiction to the rentier state theory, the institutions of oil-wealthy countries do not seem to be particularly characterized by patronage and clientelism
